TENDERS ARE INVITED FOR A CONCESSION TO OPERATE ALL CABANAS AT THE GOVERNOR’S BEACH FACILITY, Grand Turk.
GRAND TURK, Turks and Caicos Islands; January 03, 2011 - Tenders are invited from persons interested in developing and operating a small business enterprise to bid for a concession to enhance, and manage the facilities on Governor’s Beach, Grand Turk. The successful bidder will manage the entire Governor’s Beach facilities including the incomplete cabanas, the completed but underutilized cabanas, the bathroom facility and all external features and common areas.
This bid is a quality based bid and the bidder giving the highest quality bid will be considered however the Government is not bound to accept any or all of the bids.
Bidders will be expected to
1. Be in possession of a valid Business License
2. Give a commitment to give first preference to belongers when hiring staff
3. Undertake programs for hiring and training Turks and Caicos Islanders
4. Give a commitment to procure and develop local indigenous gift / souvenir items
5. Give a commitment to encourage Belonger business opportunities in Protected Areas, DECR April 2005
6. Participate and or give a commitment to train staff in the TC-Invest ‘small business development’ training, as well as other training programs.
7. Work with other vendors, GTCC and the DECR to preserve the quality of the environment specifically the Blue Flag Programme (www.blueflag.org)
8. Be willing to coordinate the activities on the beach to facilitate and avoid conflicts with public use, especially with the Grand Turk Game Fishing Tournament.
The above must be included with your bid. The Criteria for the Selection of concessionaires are based on the quality of the business plan and bidders are expected to demonstrate all of these criteria, under which they will be evaluated:
Business Plan Criteria:
a.Experience in establishing and managing small business enterprises.
b.Understanding of cruise ship / tourism business and local context
c.A good Financial background
d.Innovative ideas for enhancing the value and attractiveness of the site
e.Potential benefit to the Government and the TCI.
f.Employment and training
g.They have a proven knowledge of the National Parks Ordinance and the Management Plan for Columbus Landfall National Park and other protected areas in and around Grand Turk (approved by TCIG April 2006)
Bidders should supply as much information as possible to enable a fair evaluation of the bids. In an effort to ensure that the proposals are comparable, bidders are required to follow the attached “Business Proposal checklist” in preparing their proposal.
It should be noted, that many of the existing cabanas are in a varying state of incompletion, with minor work required. As such, the successful bidder would be expected to complete the structures at their own cost, to the satisfaction of the DECR, at an agreed cost, before the start of operations. A detail cost breakdown sheet for the repairs of the cabanas should be provided along with the bid. Expenses will be defrayed against the monthly rental fee to the Department.
One half of one ofthe unfinished cabanas will be retained by the DECR for the Blue Flag Information Center.
The Main Cabana will be tendered separately at the end of the current license holder’s tenure.
The successful bidder will be responsible for their own water and power costs as well as regular maintenance costs of all the facilities including solid waste management.
The successful bidder would be expected and required to keep current a Commercial Properties Insurance Policy from a reputable local insurance company.
TCIG would prepare the appropriate License Management Agreement document which would outline in detail the obligations of both parties, and the agreed terms and conditions of operation for the concession. Attached is template of TCIG standard License and Management Agreement.
The site will be available for inspection during normal working hours. Bidders are advised to inspect the site before submitting their tenders.
Tenders should be submitted by 12:00 noon on February 21, 2012 in a sealed envelope and addressed as follows:
